ASSET ACCOUNTANT
Responsibilities
- Develops the project cost structure for work plans, programs and associated budgets in SAP Financial System and Budget System in order to meet anticipated activities. Operates within budget guidelines according to Company policy, including endorsing any expense requirements and providing monthly reports indicating status against programs and budgets.
- Supervises the processing of all invoices, ensuring that all payments are made by CPOC to contractors in accordance with the terms and conditions of each contract. Includes ensuring codes for materials, labor and other services are correct, checking that signatures for payment are in accordance with Company authority levels. Controls such activities from commencement to "close out" of AFEs.
- Supervises and participates in project tracking activities, to ensure that all costs are accurately recorded on a monthly basis in order to forecast the following month's cash requirements. Identifies current status of costs against contract, reviews financial records for capital and fixed assets to ensure charges made to each account are correct. Codes, classifies and as required, re-classifies accounting data for cost reporting purposes and to provide information to the project managers.
- Perform budget analysis to capture and report expenditure and to manage approved capital budgets (AFE's). Monitors expenditure patterns, reconciles processes and provides accurate and timely data to enable CPOC to have sufficient funds available to meet its predicted obligations ( payments due and "change orders"). Identifies predicted shortfalls and makes recommendations on processes to obtain additional funds. Participates with Project Manager in justifying requests for additional funds.
- Develops timely cost reports on a monthly basis, outlining budget, expenditure and forecasted cost components on all projects. Reports cover key areas that Management requires cost information on such as engineering, equipment, materials, construction and commissioning. Assist Cost Engineers in allocating costs to the individual categories, reconciles actual expenditure to specific purchase order (for contracts) including any approved "change orders" and records the "committed values". Discusses project trends with project managers, particularly where these might lead to additional costs. Develops "Monthly Cost Report" to inform Management of financial status on each project.
- Provides project management assistance when requested to ensure the smooth execution of projects from a financial perspective.

Frequent contacts with Section Head and Senior Accountant on cost control issues, to provide information or seek advice and periodically with project leaders on all project cost, invoice and financial analysis matters and with contractors or vendors during contract discussions or to clarify matters related to invoices. Periodic contacts with A/C payable for payments related matters and Treasury on project funding/cash call needs. |
Requirements
- BS Accounting or Business Administration.
- Experience: 7 years' diversified accounting experience.
- Must have a comprehensive knowledge of accounting policies and procedures in E&P operations with in-depth budgeting; project accounting/cost control and analysis skills.
- Excellent command of oral and written English.

Self-motivated experienced accountant who enjoys using liaison and negotiation skills with people of varied levels and professions. High proficiency in Financial System/Budget System and in other computer application programs such as MS Word, Excel and Powerpoint. |
- To act as Contract Engineer and coordinate among the contractors, the project key personnel and concerned persons.
- Perform evaluation of bid proposal, financial statements as required.
- Develop Invitation-To-Bid, terms and conditions and contract document as required.
- Oversee by review and comment all correspondences and clarifications to bidders and/or contractors.
- Provide project management team with information about contractors and market trends in order to select appropriate contracting strategy and tendering techniques.
- Perform negotiations with bidders/contractors to finalize terms and conditions as well as other contractual negotiations.
- Assist in developing and issuing changes to contract/scope of work as required.
- Formulate and maintain the necessary files for future reference.
- Perform contract closeout and record finalization.
